Working principle

Drafts remain private until formally submitted. Submission creates the appropriate immutable record and routes it to the competent office; it does not automatically promulgate, publish or approve the matter. Meeting and document controls are likewise shown only where the authenticated capacity permits them.

No wrong door: use the relevant State Work form. Do not recreate official work through Groups, Forums, generic Documents or ordinary social posts.
